I really don't think mixing paint with soap is going to help you out. To make bubbles you have to mix glycerine with dish soap and water. That mixture will break down your paint. I think I understand the look your after. May I suggest using cellophand at the gift wrapping department of the craft store. There is one that is pearlized and reflects back soft pinks and blues. Cut a multitude of circles and attach them to your wall using adhesive of your choice. There is permanent or temporary adhesives. You can get circle punches to help you expedite the process of cutting. I hope that helps.
