Use Citristrip a safe non-toxic paint remover
if its a smooth surface sand it, if its for a raised pattern stripping is the best, but there are no non-toxic, chemical free strippers. Citristrip is safer, but none are truly non-toxic
Sand, then sand again. Or if you don't want to use chemicals, take it to a furniture stripper - let him do it.
