Try to find tacks - like thumb tacks but that have a spiral end. They are used for upholstery and can be screwed into the sheepskin to attach it to the chair. They can be removed without hurting either the sheepskin or the chair.

I've see upholstery tacks online - but I forgot where. I always thought those were for pinning upholstery arm protectors to upholstered chairs or sofas. I don't see how they would not make a hole in the wood if it's a wooden chair. Having said that, do you want something attached to the chair that leaves holes in the wood or do you want something else? What about putting elastic from one edge to the one across on the sheepskin? You could sew it to the sheepskin and slide it under the chair. Or use strips of fabric and tie the fabric underneath the chair, as well. Now. I'm assuming that the IKEA chairs are wood. If they are upholstered, the upholstery tacks will work fine.

You could use loop and hook tape/stick on velcro strips
