It flowers every other year, after mine flower they die, but they can self seed. It would be good to have some put in every year so that you have flowers every year. I found that gardening knowhow.com gives some really good articles on any plant you can think of. If you can get the seeds to grow each year you should not have to worry about replanting.

In order for it to selfsow, you need to let the seed pods ripen on the flower stalk - unfortunately this takes awhile and it looks quite unsightly. The pods need to turn brown and dry and begin to open before the seeds are ripe. I then take the stalk, cut it into pieces and put in a bag and shake the seeds out. They are very tiny and you will get hundreds from one stalk. You can then shake seeds wherever you hope to grow more plants. This can be done as soon as you harvest the seeds - I often get new plants starting in the fall. You might have betr luck if you scratch up the soil a little - but don't bury the seed. If you want a more specific placement, I have had good luck planting the seeds in planter containers (usually the ones with squares for individual plants). I then justlet them sit out over the winter and make sure they get water in the spring if needed. I get lots of baby plants that when large enough can be planted where you want them. They will flower the next year.
