Painted and it looked great but now the paint is coming off.

I would suggest that you have moisture coming from the inside .. probably will have to address the moisture problem and then seal both sides of the concrete. Use latex paint only on concrete
Agree with @Thoneycoambs on the possible interior leak. I would suggest cement paint, however. Cement paint might be latex--I don't know! On the other hand, I don't have anything against bare cement. And I like plastic or resin flowers, birds, and butterflies as decorations. Best wishes 😇

I would stain it !! It soaks in and will not chip.
