Best way to channel water away from house?

I have clay soil and every time it rains I ultimately have several ponds that develop in my back yard. To make matters worse, I live in a corner house where all the backyards from up the street drain downhill into mine. Several times this year I've had water in the basement. I don't have money to regrade the yard. I'd like to create some rain gardens in the low spots but I don't know how to make them so the water stays away from the house. Solution has to be kind to my wallet. Help!

lookup a product called "earth right" and you need to put some French type drains or dirverters around the perimeter of your yard..iv used the earth right and it works, but you have to dirvert as much of the runoff as you can
