How can I get rid of Japanese Beetles?

Japanese Beetles are eating my Basil plants and a few roses. Anyone have a non-caustic way to get rid of them? I can't spray something on the Basil and then eat it....

Whatever you do don't buy any traps! They attract beetles in a five mile radius! Neem oil works
