The easiest way is to HIRE someone to do it! It may be affordable since the project would involve only painting 5 inches and not the whole wall. If that isn't possible then you will need to find a ladder that can fold into a scaffold so it can be safely placed on stairs.
Rent a scaffold just for safety sake!
What about a long-handled paint roller? That may do the trick! Good luck!
15' step ladder
I did most of the upper part with an extension pole. I finally finished today by bringing in the tallest ladder, stretching and taping brushes to a yard stick.
