What's the best way to stop little critters from digging under house?

I have little critters trying to dig their way under my house. ( chipmunks, gofers, etc.)

The simple answer is to sprinkle garlic powder around the outside of the house to offend them. If they are already residing under the house call an extermination expert.
moth balls, black pepper, plant mint around your house. Lots of bugs and animals don't like the smell of mint, lavender, citronella, etc
I would try a live trap and relocate them.

We don't have these problems in New Zealand but I guess some houses do have little blue penguins. I can only suggest digging down around your entire house and putting chicken wire netting all around the house - I guess you can only dig as deep as you can and you will have piping etc but there are not many animals that can chew through wire - you may also have to treat the wire or get plastic coated to avoid it rusting.
