I have a louvered bi-fold door on my pantry that I want to paint. What is the best method and paint to use?

I can warn you it is tedious work with a brush. You probably have to use kilz or something first then paint. I would think any satin o semi gloss is fine

You must rough up the surface for paint to stick OR apply varnish remover. There are newer strippers that you just paint on that takes the entire finish off. Ask at a paint store (not HD or Lowe's - REAL paint store) what they recommend. The easiest way to paint them is to remove them and spray somewhere you don't have to worry about overspray and fumes.

Scrub in Dawn detergent and then power wash

If you use chalk paint no sanding or priming is necessary. Use a clear wax when finished.

I would remove them to bring them outside and clean up with TSP , spray paint them .
