I would think that you could build them inexpensively from pallet wood . The proper sized hardware would be the only issue . Excellent idea ,btw, it sounds lovely ! Please post pictures of your finished project !
Don't use real barn wood for your shutters as most of the time the wood is full of bugs.
I have been pondering this sort of thing for a couple of weeks, not for windows (fabulous idea that I will be stealing, thank you) but for a door way. I think I am going with galvanized pipe. I will use elbows and stubs to connect them to flanges on the wall. I have a bifold louver door that will be separated into two panels. My problem starts with how to hang them on the pipe. I am thinking huge eyehooks, painted to match the pipe, but think the noise of moving them may be an issue. I'll be hanging out at the Home Depot this weekend, testing this method.... Of course there are hundreds of pipe hangers there, so I'll be checking them all out and spend hours configuring. They're getting used to me there and don't even bother to ask if I need help. They know I rarely use anything for it's intended purpose

Hello Cyndy; If I were going to attempt this project, I would use wooden pallets. You will have to sand them well, and I would suggest that you stain them, as well as sealing them.
