How do I make use of the short bamboo stumps in a bamboo grove?

Many times, when i ask someone to cut off bamboo poles from my garden, they couldn't cut them off from the base of the plant as they grow very close to each other. Sometimes, more than a meter stick out of the soil to simply rot. I would like to learn how to make use of these short bamboo stumps.
