Soil Insects
Wireworms, flea beetles, potato tuberworm and white grubs are all soil-dwelling pests that feed on potato tubers. Wireworms are small, yellow-brown worms, while white grubs and potato tuberworms are white-ish. Flea beetles are tiny and black, but their destructive larvae are slender and white. Potato tuberworms and flea beetles also feed on foliage, but do little damage aside from tubers. Avoid planting potatoes directly after digging out sod, as these types of insects also feed on grass roots and therefore are prevalent in the soil below grass. Wait two years before planting in previously grassy areas, or apply a broad spectrum soil insecticide before planting, once the soil reaches at least 50 degrees Fahrenheit.
Could it be potato blight.

Grow them in large pots, bins, or tubs. Put netting over the top to keep pests out while letting sunlight in.
Ants love root crops.
Potato rot/blight. Take it your agricultural agent and he will test them for you. If it is blight, it came from your seed potatoes.
It could nematodes. It's an insect that lives in the ground. It attracts the roots of any and all plants. Since the potatoes is a root vegetable, your Agricutural agent can identify the issue. If he they are not sure the can get the answers, usually in just a few days.
My guess would be ants as I grow potatoes every year and white grubs will usually make a larger track in the potato.
be sure and turn your soil with a spading fork to solarize the insects.

Looks real familiar to me, fire ants did that to mine every year when I grew potatoes.
Mine looked like that with ants.
