How to save water from toilet Flush?

The type of ceramic cover Flush drains off all the water at one push. I have seen different types which have 2 push system where only half the water can be drained. Can this be converted to drain only half or less water when Required ?

If I am understanding your question correctly, you can put a bottle of water or a brick into the tank to displace the water. It will help you to conserve. There is a kit, available on Amazon, the will convert to a dual flush system.
