The best thing to do is scrap it off and start over. You will want to prime the area before you paint. If the area is unlevelled you might want to consider using drywall compound. Let it dry and sand to blend the areas together.
Scrape it, sand it, use a good primer, then repaint. No way to skip a step. First I would locate the problem that was making the paint peel in the first place and fix that so all your hard work will last.
