First of all I love garage sales and good will stores. You never know what you can find. If someone is getting rid of an old dresser -remove the drawers and attach wood to the inside frame to make shelves for your books. You could use the wood from the drawers and make them the size you need.
You can do that track type shelving on that wall where the coat closet is cause its such an odd indentation, it comes in 96" lengths. Then you get your own boards, check out some architectural recycling places for used lumber... I would try for 12" by 1 1/2" x what ever length you need. Make sure you install the track on the studs.
You can also join www.Freecycle.org that is a free recycling site on Yahoo under groups, look up your state, then city and join, and post a wanted ad. I've gotten tons of furniture on there for my clients, and even scored 2 floor to ceiling bookcases for a client.

you can buy great iron brackets in many stores. And a Home Depot yep store sells great wood, and they will cut it free to whatever length you want.
What would we do with these places. I couldn't afford some of the things I've salvaged from a retail store
