It really depends on each individual plant. Some plants are currently in their big growth/blooming phase and that's not a good time! Basic rule of thumb is to relocate plants in the spring or fall but you can google each individual plant for specific instructions.
Shrubs or perennials? New plantings or decades in the ground? Usually, the rule of thumb is to PLANT or transplant (move) is early autumn which gives them some time to re-root well, and less stress from summer heat. They will probably suffer a bit (use some miracle-gro etc. to help keep them from stressing) WATER them in their new hole (every couple of shovels of dirt - make it REALLY muddy) tamp the dirt down well (you can also make a berm around trees - to hold water and keep it from running out!) then water really well every day (at the roots!) until they look like the they're bouncing back. Fall or spring, I prefer fall
Asa general rule, spring or fall. Heat of summer is not the best, but could be done, plants will just take longer to recover.

I prefer fall but spring works too. I think doing it in fall creates better blooming.
