early fall is the best. They have a chance to get settled in before they rest for the season, then come spring they should pick right up and begin growing.
I do mine in the fall before a frost or freeze to insure roots get a good start in their new home. I live in zone 8 where we have heat sometimes till November, so I don't want to lose my plants. If you plant early spring, depending on the plant, you will have no flowers until the next year. You lose an entire year of blooms.
