Get a chain saw and cut it all up.

You can have the stump ground. We burned a stump out a couple of years ago by starting a log fire on top of it. It burned several days but no more stump

Cut off the suckers and brush on weed killer to stop the suckers from growing further. They will turn into trees if you don't get rid of them. If you keep applying them to the suckers, eventually it will go down into the roots of the main stump and kill them. Just because the tree is no longer there, it doesn't mean the roots aren't still alive down in the soil.

If you no longer want stump, drill several large holes and fill with rock salt, (ice cream salt), you will probably have to do this several times. This will kill all the way to the roots.

LOL must have read my mind, I had a maple cut down this spring. I checked the stump 3 wks ago, and cut 3 little sprouts. Went out there today, and wow looked almost as bad as your, 4 ft twigs. I cut them off this evening and sprayed the thing with blackberry and ivy poison, Tomorrow I'm gonna drill holes in it, and salt it.
