Plant poppies in general area but away from roses- they will eat those instead
Use a small surround of welded rabbit wire purchased from your local Home Depot or Lowe's store. I use 10Ft small rebar cut into shorter pieces to stake through the fence into the ground for support. I have this around so many flower beds, bushes, and trees. Works great. I use a hack saw to cut the rebar into pieces. Any other help, reba1022@gmail.com
Have you shredded some Irish Spring soap and scatter it around your flowers. It has a very potent smell that they don't like.
Lay chicken wire down around the plants. All them pesky critters hate stepping on it. You can spray paint it to blend in.
