strip them with paint stripper, clean off stripper and refinish.
They would have to be stripped. If they are very expensive, you might want to seek out a professional stripper (the ones that strip wood!). I've heard Citristrip is really good to use as well.
You'll have to strip the black paint off first.
The mermaid makes it sound easy but it is not. Black is the hardest color to get rid of and I'm sure a professional would tell you that you might not like the results. You could probably buy a new table for less than that job could cost you...How about repainting it another color?
What is happening? Is it showing wear? Have you given it a good cleaning, maybe with Murphy's Oil Soap?
I use Kutzit. You do have to order from Ace Hardware or Amazon. Can't find it in the stores. This will eat right through the paint and you can scrape it off with a putty knife, then dip some fine steel wool in the Kutzit and get the remainder off. After that, let it dry completely, then sand lightly, wipe with a tack cloth to get all of the sanding residue off and you're ready to re-paint or stain. Good luck with your project.
