Not sure about your hallway, but could your batheoom ceiling fan be the culprit? I had similar problem and realized my bathroom ceiling fan was not strong enough for the amount of steam generated by those long, hot showers. I replaced the fan with a new, better model and nagged the kids to turn on the fan BEFORE they turned on the shower hot water. Significantly helped with the problem.
If you painted over a semi gloss or gloss finish without priming first that could be the problem. The new paint has a hard time sticking to the old painted slick surface. Prep is the key to a great paint job, tedious but worth it. Always use good quality paint as well. I learned the hard way. I'm sure utube has many tutorials on this subject. Good luck!
could be house settling. Or the moisture of the shower helping do it. I know my bathroom wasn't properly done so with all the moisture the walls aren't the best
We have cracks in our ceiling and walls; its a foundation issue that we are accepting bids on; check the Good Contractor's list in your area or Angies List and book an appointment for someone to come out and inspect; that is usually free or a small fee for them to do so; it will save you money in the long run if you do discover that it is a foundation issue; and some contractors will set up[ a payment plan , if needed, to help out your budget, so they can do the work and your house is now safe and taken care of, and you just pay a set amount each month until the bill is taken care of.
