This sounds like a job for some good brackets. This tutorial should help! http://www.younghouselove.com/2013/05/spring-pinterest-challenge-boxed-up/

Amy, i have searched the web tryign to find pictures/instructions aobut how far down from the lip of the window you would want to hang the planter so your plants won't be samaged when you roll your window out in order to open it, and I can't find information on that at all (and I thought the web posted everything anyone would ever want to know). I DID find how to drill into stucco, though, and that IF you have a soft stucco instead of a hard stucco you need to contact the manufacturer on how to do it, so that is a start ;)

and then I found this link also that gives some good advice:

I wish I could be more precise for you as to how to attach those planters exactly so you won't damage your stucco nor your plants, but this is the best I can give you. If anyone else knows exactly what you should do and how, then that would be great. For now, this is a start. Thanks for using Hometalk, and good luck with your project :)

You might be able to modify these brackets to hang on your sill and place your planter in the J shape, I hope this gives you some ideas. You can find these at Home Depot.
