Ewe, 😱the toilet seat (especially if its wood). and door locks are the first thing I change whenever I move into a home.
I think I would just opt for buying new one.
For the amount that is will cost for the paint I would just replace the seat
I'd seal it first with Gripper from Home Depot and then paint it whatever color you want. I'd let it dry 24 hours before topcoat of paint tho. And a semi gloss paint would be best. Takes paint a while to cure. (Gripper is a special primer that almost encases whatever is underneath it. Nothing like those other sealing primers)
I would buy a new one. Probably cheaper s well as easier. Plus a new seat always feels nice!
I looked the darn thing is a odd shape And expensive for just the ring.
I think spray paint would be best...less handling!
If it's wood, prime it first...spray primer...
If it's plastic, Krylon Fusion is quite good.
That will tide you over until you can find the right size on sale,
It's funny how you can get a whole toilet with seat, wax etc. for a bit more than a special sized seat.
Yes paint it. Prime first or use a couple coats. use a foam brush so no brush stroke marks. Maybe an enamel paint.

Rustoleum spray paint may work. Not sure, though.
