Orchids should be repotted when they are not blooming but depend on the type of orchids. Usually before spring works for a lot of them. This site is awesome for great information:

Hello Mom; Is the texture of the potting soil that the Orchids are living in breaking down, or compacting???
If it is, I would repot them.
All I have used is: Potting soil, Peat, and a bit of Composted material.
