I would wait longer to sand. That usually means that the finish has not cured if it is gumming up.

Are you trying to remove the finish completely and start over or is this part of the process of light sanding in between coats to finish?

Are you trying for a rubbed finish on a newly top coated piece? if so. it hasn't cured long enough. Otherwise I would just strip it off with stripper and a scraper, then do a light sand.

Curing can take up to a week, but each coat of anything needs to dry completely, too. If one coat is not quite dry, the following coats may be sticky, milky, or soft. 😇

Hasn't fully cured. Give it time.

Thanks so much for all the input. I was trying to remove all coatings and take it down to bare wood. The comet paste and steel wool did the trick. Thanks again, much appreciated.
