Do you mean Perma Base cement board? Or perhaps Perma R foam board?

Measure your window measure how much you want for return meaning the side going to the front facing piece back to the window that's the return you score the corners don't cut them if you do get them hot glue them together. Then put batting all over it covered with fabric and stapled to the side you will not see
I did it with Foam Core from Hobby Lobby (dollar stores carry it too). Total cost was $10. I used duct tape for the corners (didn't know not to cut all the way thru). I also added a top edge for the cornice to hang on. I used straight pins to get the fabric the way I wanted it to look and then used duct tape and removed the pins. I screwed 3 Right Angle Brackets above my door, rested the finished foam core cornice on them and ran a bead head straight pin thru the foam core and thru the hole in the Right Angles (screw holes) to secure the cornice.
