We have flat metal on our roof. Can we put new metal roofing on top?

Not a good idea.
It would be extremely heavy, check with a roofer and check the conditions of your roof rafters
It depends upon if there is a roof underneath. Universal Building Code (UBC) states there is only to be 2 layers of roofing on a house.
Ask roofer as well as check local building refs to make sure allowed.
