they don't eat the leaves they just fall on the ground the plant dies

I can't tell you what is eating yours, but I am having trouble with something eating the tips off by bush beans tight now.
Slugs. Put small pieces of egg shells around the base of the pepper plant. they may washed off with rain, replace with more.
Look for horn worms. They are bright green and are hard to spot because they look like the leaves. Also are found on tomato plants.
