blowdry it it might come off. If not sand it down until its super thin and won't show a bump. Then paint with a few layers
You don't you remove it first with "goo gone" then paint.
Don't paint over it. Scrape off as much as you can and use Goof Off or something like it to remove any sticky residue and then sand it and paint.
can you not remove it? it is better to remove it possible or if not sand it down before painting over it
