In my locality, anything done to an existing septic tank must be inspected. Some areas must change their septic tanks to public sewer systems once something happens to the old septic tank; fines can be extreme if not public policy is not honored. I would definitely check with a septic company to see if the tank can be repaired or if there are new laws in your area. I don't know about where you live, but here is you vent sewer gases into the air, there are pretty stiff fines.
