Yes you can as long as you prep it first for whatever you choose to paint the top with.

Get a good chalk paint and you won't have to sand the surface.
then may I suggest if you want to paint it , that you paint the under side If your Coffee table top is Glass. Or Use Contact Sticky backed Plastic. Or Clings. or Decoupage all on underside facing down, so that when placed right way up the design shows through. Have Fun......
