i think you have to wait a year before you can apply any covering to pressure treated wood.
What is the deck made of?
To test for dryness - test for stickiness. In various places, as it may not dry at the same rate all over. Just use your hand.
Go by what directions say on the can. Factor in weather conditions too. I would wait until good and cured before placing furniture back on the deck.
Usually a few days, alsways wait a bit longer than you're sure
