I decoupage cigar bands on bangle bracelets. I adhere them to the bracelet with elmer's glue, then coat with several layers of polyurethane. Should also work with labels on a table.
You can use Modge Podge to adhere labels to a surface. Once you are done adhering labels, then use varnish to seal the table. Modge Podge is a glue like substance that you apply with a sponge or paint brush. You can get Modge Podge at Michael's or Hobby Lobby.

Use ModPodge to glue them on and also to seal them.
