Can chalk paint be used right over varnished stain piece of furniture?
Chalk paint works over stained and varnished surfaces. In fact it is preferable at times, especially when the stain color is darker than the chalk paint The varnish prevents that darker stain color from bleeding through and into the chalk paint.

yes. just be sure to clean it good before painting.
Yes, clean it and then sand paper to give a rough surface, clean again the paint giving it a wash coat, let that dry then a good finish coat, good to go :)
