No, cannot successfully add new concrete on to old concrete. It will not last.
I think there is a possibility of putting a binder on and adding more concrete
we had our driveway covered with a rubber driveway. It is fantastic it was less than what a new concrete driveway would of costed. Plus the rubber one has a five year warranty and the concrete had none. The rubber one comes in several colours. You do not need to remove the concrete they lay the rubber over top.
