Good luck !!
I find hanging them saves the most space. Something like this- https://www.hometalk.com/diy/organize/kitchen/rustic-coffee-mug-holder-26575589
Rustic Coffee Mug Holder
Do you want them displayed in the open or hidden in a cupboard?
In the open, mug tree, expanding coat rack, narrow shelves.

In a cupboard - extra shelf.

I use a mug tree. What doesn't fit on a mug tree goes to the donation pile. Less is more.
We do not have much room for mugs so I put hooks on the bottom of my cabinets to hang them. I used cup hooks that screw in. Hope this helps. Another idea might be a coffee mug tree. They usually hold 8. A third idea might be the stacking wracks you can buy for cabinet dishes. You could use it to stack more plates or put all your mugs on it.
We use a mug tree, by which I mean my husband uses one of two mugs for all the coffee he drinks. The other four mugs just sit there until we have a church group over, then we use those plus another shelf full of cups and mugs. I'm trying a tray since we keep a Keurig and a Mr. Coffee on the short counter, but it's crowded. Best wishes 😇
PS. I just got a handmedown set of canisters, which I really wanted, plus a mug tree with matching mugs--all veggie-style. That mug tree is in the wide window sill above the sink; the canisters are on the island. 😇
Problem solved, used hooks under cabinets
