I would remove the wallpaper border. Moisture in the paint may soften the adhesive on the back of the border and cause bubbles or peeling.
To remove your border, use a wallpaper etching tool to score openings in the paper. Spray with a fine mist of water until saturated and then scrape off. Make sure you get all the adhesive off the wall before painting.

t's really better to removed it before painting. Otherwise you'll still likely see the outline of the wallpaper, even after it's painted. Hot water sprayed onto the boarder and then scraped off is usually enough to remove it.
You should remove the wallpaper border. Painting over it will almost certainly cause it to bubble, peel or lift. If it was a self stick product simply dampening it with water may cause it to peel away easily. Try in an inconspicuous spot first.
Its not difficult to remove and will have a much nicer appearance if you remove it
If you paint over a border you will have a funny looking line But you can put a thin or any width or thick trim board on line and paint it the same color or axcent color. Looks fantastic like you preplanned it
