best indicator of a healthy bromeliad is the center stalk. check if the 'dead' stalk is localized due to a damage or it goes way down the base of the leaf. Since bromeliads usually accumulates water at the center, the dead stalk could be due to a rotting center. Anyway, you could cut the center stalk out if the problem is localized, but if it is because of rotting, you can't do anything more to save it.
Yes, that stem was from the existing flower.You could try to re-pot it if there are babies with the balance of them stem to see if a new flower will develop.
If the center stalk bloomed you can cut the dry part off, but keep watering it. They usually get "pups" from roots around the bottom that can be transplanted when they get big enough.
