You can use almost any type of fabric -- the key is what kind of lightbulb you are using! You'll want one that gives off light but not a lot of heat.
if it is not pleated, use fabric....if it is pleated (harder to cover) use napkins...you can buy great patterns of napkins...separate the plys and applique on with MOD PODGE. Great look and cheap to do

Hot glue should work well, since it generally doesn't get hot enough under a shade to melt hot glue. Fabric is whatever you prefer. Lightweight cotton is best, if you want light to shine through the shade. This is one of those great projects where its all about what you like best.
