What process was used for painting the cement ?
As written, it seems like you're just painting the cement. You really need to do a lot of prep by getting really clean, then use a primer. Then stain the cement (or concrete) and seal it well. This article explains it more fully.

Good Evening Sharon, I don't know what the colors are that your cement is being stained with, but I do know there ARE stains you can use on cement to "dye" it. I don't see why you couldn't spray a second or even a third color on it to give a "tie-dye" look so the colors from stains that you get every year will sort of blend in with your acid-stained concrete ;)
