If it is a wood frame I would spray paint it with 2 light coats allowing drying time between sprays. If it is plaster or plastic, I really do not know the best way. As far as attaching a mirror, I would size the mirror so that it fits where the glass would sit n the frame. Flip your frame over, set in the mirror and then apply the backing that came with the frame. Post a pic of your project, would love to see what you did with it!
