    My opinion is there's some type of chemical that had blown on them or its the heat

    Picture would be helpful. How much water and sunlight does it get? Some hydrangea types take the sun much better than others. If it's been very hot it's blooming would slow or sease altogether to conserve it's resources.

    send photo to https://ask.extension.org ; my guess is 'black spot' -- a fungus; contagious from Rose bushes but the Extension link can tell you for sure
