Cut the blackberry down close to the soil and paint it with round up and it should suck it down to the roots, you may want to reapply it every couple of days to make sure it really goes down. I don't know what you mean by non-toxic, salt is not toxic to anything but weeds, grass and any surrounding plants and all the water in the area(lakes, streams, etc.) The salt does not break down and goes into the sewers when it rains and changes the salinity of the fresh water streams and lakes.
