You're going to need to borrow a ladder, me thinks. One of your neighbors might have a scaffolding style that would feel more secure. If you buy a new one, you could probably paint the outside of the base to match and just replace the cover. =less time up high.
If you paint the housing, make sure you don't block the sensors with the paint. The openings are there for a reason. Get on a ladder, take the current one down, and clean and carefully paint what you can. While you are up there, if it is battery powered, change the battery. You definitely always want the battery to be working.
Use a long ladder or find a handyman. If it’s discolored it Probably needs a new battery unless it’s hardwired.
You'll need someone to get up on an extension ladder. You can actually spray the cover (remove from the works so you don't damage the sensor). Pls go up there even if you decide not to replace it - I'm sure the battery is long dead by now.
