Good luck!
There are actually 2 answers to your question: First watch the nitrogen from any fertilizer you use. Nitrogen causes the leaves to grow, but not the flowers. Talk to a local nursery about the best fertilizer to use.
The second part is what Suzette just posted. I was going to post that link as well, but no need to have the same link in this response too.

Hello Daisy, It might not be a problem with your tree. Your problem might be the soil where the tree is planted. I recommend diluting a tablespoon of Epson Salt in a gallon of water. Pour this solution on the soil down where the tree meets the soil. Then water it real good. The extra water will help the roots receive the Epson Salt. This process is putting enzymes back into your soil. You can repeat this process once or twice a month. Hope this helps you. Good luck.
Thanks to those that answered. I will give the suggestions a try.
