Paper peonies can be made with various colored tissue paper. Fold the paper like an accordian back and forth and cut to desired size peony, I would make them 4 or 5 inches long. Clip the center with a paper clip or wire and separate the layers back to the clip. Spread them out and they will look like peonies. Hope this helps.
