Arrange a Bit of a Party of Friends to help. Dress appropriately and Pad up the cactus with Cardboard about halfway up . Tie in place with Rope and allow enough for Lifting it. Good Luck!
Actually they are pretty fragile even with all the thorns. Their roots are very shallow and they can get top heavy. Cactus movers use a U shaped board well padded. Strap it to the cactus, tip it on it's side then lay it down - slowly. Repot it while it's on it's side, then raise the cactus in it's new pot. Finish putting the rest of the soil in the pot.
I'm wondering why you are not putting this cactus in the ground instead? You can't keep potting the cactus up. You will eventually break it.
First off, I hope this is a typo and that it's a 7 INCH cactus, rather than a 7 FOOT one! At 7 INCHES your cactus is about 20 years old. At 7 FEET tall, it's closer to 70 years old. I've lived in AZ all my life and have had the opportunity to observe an unsuccessful effort to move a large Saguaro. IMHO, it's not a job for amateurs. You can't have a cactus moving party and expect the cactus survive. Saguaro cactus are - #1 protected in AZ. You need to have permits from the state Ag. Dept to move it. #2 Saguaros are heavier than they look. They are a large percentage of water; a 7 foot cactus would inflict severe injury or damage if it falls while you are moving it (or later if/when you have it potted). I have seen a cactus fall a couple of times, it literally shakes the ground! #3 Because of its weight, its root system and a couple of other factors, unless you have a HUGE pot (I'd suggest a diameter at least 2x as big as the height) to put it in, and one that deep enough to be stable - at least as deep as the cactus, it will fall over, break and die. Should be filled with the soil you removed when digging it out of the ground. #4 there are professional cactus moving companies - call one of them and ask what is involved in moving a cactus that size (and putting it into a pot). If it's a 7 inch cactus, you will need gloves, a pot that is at least 2x as wide as the cactus is tall and at least as deep, and some of its native soil - if you are moving it from the ground to a pot. They have shallow roots that cover a lot of ground. If you cut/break/kill too many of them your cactus will die. I hope this has helped you.

They weigh about 100 lbs per foot and they need to stay facing the samedirection that they are used to because i think they get sunburned.
