Sprinkle red pepper or chili powder around the garden. May need to reapply. One sniff and they will learn. Won't harm the cats or plants.
William is right on and it worked in my neighbor hood but remember when it rains you have to re-apply it. Great Dollar tree item Purchase.
You can put pine cones all around they do not like the rough edges of them.
Some cats don't like the texture of wood mulch, especially the splintered kind. Another option would be to use rocks over the soil.

Try orange and lemon peels, cayenne pepper, coffee grounds, lavender oil, lemon grass oil, citronella oil, peppermint oil, eucalyptus oil, and mustard oil. You can either sprinkle drops directly onto your flower beds or soak a cotton wool around it and place at entry points. One sniff and they'll be gone.
