Extra shelves can be installed low cost using wood found on Craigslist or the Restore. Matching bins and vacuum bags can be found at the Dollar store.

I've done a few closets. I usually put in a second closet rod using wooden pole from lumber store, and the fastners that you can get at any hardware store. I also usually put a melamine shelf above the second rod for shoes and such. You can have that cut to size at the lumber store. Get a couple pieces of 1 x 3s the depth of the closet to put your shelf on.

If the closet is big enough, I have stacked 2 old kitchen cabinets over each other, painted white, and added extra shelves for folded stuff like sweaters etc.

I like to use crates to rotate summer and winter stuff up to the top shelf to open up the rods for the season.

You can put in a lower rod that you can find just about anywhere and consolidate shirts, skirts, and other short clothes on one side of the closet.
